Indonesian Central Bank have never issued emission in 1991, but 1992. Emission 1991 made because unknown purpose by unknown person. But mostly people who want to buy it because wrong information about value of the money or the more remarkable reason because of mystical belief. They are not really expensive actually the price only around USD 2-USD 3.
